Luo Zhongyi, the chairman of the International Ice Dragon Boat Federation, introduced the development of the ice dragon boat race in Duolun County. The International Dragon Boat Federation, the International Ice Dragon Boat Federation, the Dragon Boat Committee of the International Canoe Federation, and the International College Student Dragon Boat Federation jointly issued a four-party statement - "The Duolun Declaration".
